Can USA Embassy revoke or Deny the Extension of Passport of USA Citizen Abroad?

Here a newly natualized citizen refused to pay child support,
failed to appear at court and went to his ex-country.
He moved much of his assets overseas.
Nothing can be done because he is out of the jurisdiction.
I want to know if the USA embassy can revoke his
passport in order to force him to return to the States?

A quick review of the State Department's website: <www.travel.state.gov> indicates nothing pertaining to your question.

the information may be available from their customer service numbers: 1-900-225-5674 ($ .35 a minute for automated information, $1.05 for operator assisted calls), 1-888-362-8668 (flat fee of $4.95 per call)

the State Department has very little authority to enforce a US citizen's return, especially when the citizen has returned to the country of his birth and is exercising his rights as a citizen of that country.

Note: The US government cannot begin judicial procedings to remove naturalization SOLELY because the US citizen does not pay his child support. however, the withholding of issuing a new/replacement of a passport may be another issue altogether.

You will probably need to discuss this with the US Embassy staff in the country your friend resides in.
