can unused H1 approval be used for transfer?

I have a unused H1 approval papers from company B (2006) that I couldn't get stamped due to some family issues. it is valid upto 2009. am based in India.

could this approval be used as basis for H1 transfer filing with company C now ?

or is a valid visa already stamped on passport a must for transfer filing ?

------------------------Company C has to file new H1B (you may not be subject to CAP). for H1 transfer one need to be on valid H1 status in US and with valid I-94 and with pay stubs. inform the company C about your full details and let them know you had H1 approval in 2006 and did not enter US
