Can Travel to Canada on Temporary I-551 ?

I have passport that requires Visitor Visa for travel to Canada

After doing POE in USA, can the Temporary stamp on Immigrant Visa (I-551) i.e without green card but just visa on passport, be used to enter Canada via land or air from USA.

check the Canadian embassy - whether US permanent residents require a tourist visa to Canada. If not, you are OK.
