Can the Alien number change?

I thought the Alien number is supposed to stay permanent.
My Alien number seems to have changed. The I-20s and first H1B had the same number. Then the next H1B has a new one.

Anyone aware of this problem?
Maybe this is why the motor vehicle dept and the social security admin keep saying they can't find my visa, so they can't issue me any documents.

--- the lawyer may have did mistake and did not fill up your past A# on form I-128 when H1 was filed, check the copy of I-129 with lawyer
