when can a person start a job, once he received the offer letter from company b. if he already had h1 from company a,

if you are working for company A with Comp A H1,

if you want to work for Company B, You need company B should apply your H1 petition and receive H1 petition receipt (not approval).

Having comp B, h1 recipt, you can safely start working for B without informing company A , but proper resignation from comp A.
 
I have a question regarding this issue.
If I resign from Company A and start working for Company B based on H1 receipt from Company B and then the following happens:

H1 approval from Company A reaches expiry date before I receive H1 approval from Company B, can I continue to work for Company B or will I be unauthorized to work since i do not have H1 approval from either of the two companies in my hand?

If you are going for last minute transfer better extend the comp A H1 concurrently, in this case you will not loose your status, even H1 by Comp B get rejected for any reason.
