Can someone who's out-of-status apply for college?

I have a friend who's out of status for 3 years, he got his bachelor's degree. He wants to apply for graduate school within the USA. I told him he needs to apply from outside the USA to get an I-20, may I right? I know he'll be banned for 10 years if he leaves the USA. Is he in a fixed situation? .

You need to be more specific about the situation of your friend.

1. If he is illegal in the US, what was his previous status?
2. Does he have a valid DL?
3. Does he have a valid S.S#? (even if is restricted)

He can apply for the college, however they may ask him for his immigration status... if he can not prove it, then some schools may let him/her attend, but he/she will have to pay OUT OF STATE tuition.

He/she is not elegible for any kind of financial aid.

He can go back to his country and apply for a student visa, but since he overstay illegaly in the country he wont be elegible for a non-immigrant visa.

He can try to apply for a student visa within the USA, but in his case would be very difficult to get.

Your friend is not even elegible for the dream act (if approve)
 
He came into the USA with I-20 for college. Yes he has a driver's license and a SSN card. He said a doctorate degree doesn't need to pay tuition. Can he apply for a Phd program with a USA university from within the USA so he can get an I-20, student visa? He wants to become legal again so he can get a job/H1B visa.
 
Is it possible for an illegal/out-of-status person to be sponsored for H1-B? What is the likely hood this can happen to an illegal alien? Instead of going back to school, I think it would be better if he just get a sponsor/job.
 
Unless you prove you are in valid status in US , getting an H1 visa is near impossible. Even schools verify the status before admitting you to any program now.
