This depends on whether you are going for consular processing or adjustment of status (you can only do adjustment of status if you are in the US). KCC will only contact you once your interview date is scheduled (that is if you opted for consular processing which means your interview will be at an embassy/consulate). If you are doing adjustment of status, then that is a different story and you can only apply to USCIS once your case number becomes current.
