She has to look into whether she is eligible to write an RN exam- called "NCLEX". She must qualify and submit proof for her qualifications, there may be an English exam too. This sounds easy but the application can take some time.
I think you may have to physically write the NCLEX exam in the US. Then once she has passed she must try to get a job and to work she must get a visa. Then you can think about the GC.
There are some companies in the US that are looking for foreign nurses and then somehow hire them get them here and get them to sit for the exam.
I know there is one in Texas. But a quick internet search may give you some leads.
