Can someone explain me about Follow To Join rule?

He can apply for a waiver and they would adjust the status....Depends, is he a doctor?
If doctor, then instead of going out for 2 years, apply in some underserved area for a job
and get a waiver......If he is a researcher, he can apply for a waiver even now thru the
ministry in India......
Follow to join, is adjustment process at the nearest US embassy in home country.....

My husband is a doctor and how long this follow-to-join takes after he finishes his 2 years HRR in India and I get my Green card before he finishes his HRR? Will he be stuck in India for a very long time after completing his HRR.
Please Explain me if possible this is getting too distressing
