Can someone evaluate my chances for EB1-OR

1. PhD in Mechanical Engineering from top 20 US university in Dec 2006 -- Thesis on renewable energy design
2. For last 3 years, working for Fortune-500 company (specifically between # 35 and 40). Among other things, also working on renewable energy products.
3. 3 journal publications (all first author), 15+ peer-reviewed conference papers (~10 first author).
4. ~25 citations on above papers
5. Have been a reviewer for 10+ journal papers and 15+ conference papers.
6. Was invited as a panelist at an ASME*-2008 conference as a part of Expert Panel Discussion
7. Member of AIAA** Technical committee (membership on technical committee is not a paid one)
8. Been part of a ASME* conference organizing committee for last 4 years -- co-organizing special sessions. Also have been session chairs at few conferences.
9. Can obtain ~5 references
10. Have mentored an MS student in the past and mentoring a PhD student now -- my advisor can mention it in the letter

5. Have been a reviewer for 10+ journal papers and 15+ conference papers.
6. Was invited as a panelist at an ASME*-2008 conference as a part of Expert Panel Discussion
7. Member of AIAA** Technical committee (membership on technical committee is not a paid one) - be ready to present the selection criteria or a letter from the chair of the technical committee as to why you were chosen.

8. Been part of a ASME* conference organizing committee for last 4 years -- co-organizing special sessions. (good, but will not count) Also have been session chairs at few conferences. (if you volunteered, again, this might not count. In any case focus on (7)
9. Can obtain ~5 references (try getting it from folks who do not know you directly)
10. Have mentored an MS student in the past and mentoring a PhD student now -- my advisor can mention it in the letter (sorry, will not count).

Overall, I think you need to focus on 1-7 and of-course the letters. I wish you well because you have a chance if the case is presented the right way. Although you might have already done so, you might want to consider the following
- any patent applications
- awards you won (not TA/RA/travel awards)
- letters from people who cited your work

I have three patent applications pending, but i am not the first author on them. Will that count?

Unfortunately, i do not have any awards.

Recently, i have been asked by a goverment agancy to be a proposal reviewer. I am i the process of getting legal approval for this from my company.

Also, can you let me know what do you mean by "Are these out of loop".
 
Hierarchy in papers is never an issue. For patents authorship is always presumed to be equal. For academic papers, it does not matter to the USCIS (unlike academia) because scientific endeavors are considered (by USCIS) to be collaborations. Having said that patent applications won't help unless you demonstrate that it supports a product on the anvil or of demonstrated value or near term value rather than POTENTIAL FUTURE benefit - ie avoid statements such as "has the potential to revolutionize communication, holds a lot of promise" etc.

- If you have cited your own papers, these would be "within-loop" citations as opposed to "out of loop" (all citations - self citations).

- Being asked to review is enough proof of your worth - this matters a lot and even if you don't end up doing it, can still be presented as evidence.
