Can Previous Immigration Attorney File TN Withdrawal Without Employer Consent?

I recently switched from one immigration attorney to another during my TN employment. My question is: does my former (old) attorney still have the authority to file a withdrawal of my TN petition without written consent from my employer? or he can not do it on his own?
 
Any change to TN (new TN or withdrawal) has to be blessed by the employer. But it is not mandatory for the employer to notify the authorities if the TN employment is terminated for any reason.

No, your former attorney cannot withdraw your TN petition without written consent from your employer. Only the employer or their authorized representative can file a withdrawal.
