Can parents apply for visitor visa while their green card is still in processing ?

US Citizen applied for Parents' green card.
Its still in processing. ( I-485 stage )

They need to visit here on a family trip.

Can they safely apply for a visitors visa ? ( tourist visa ) ? Does that impact their green card ?

What will happen if they get called for fingerprinting in Bombay ? Can they transfer it and get that done here in the US ? or will they then have to go back for fingerprinting and come back under green card ?

If I am not mistaken the I-485 is to adjust status here in the US. Did you file an I-130 and did that get forward to the National Visa Center?

If they apply for a visitor visa to the US the they must prove they have ties to their home country and they will return.

They can get the tourist visa. For fingerprinting they could always reschedule in the worse case, however, they can inform immigration office about the trip dates. Visitors visa and Green card are not related, so they will not have an impact.

If the applied for I-485s and then left the country without advance parole, the I-485s are considered abandoned.
