Can one apply for Green Card AOS after 9 months if granted asylum?

Is the One year wait to apply for AOS based on asylum mandatory OR one can apply 90 days before, given that there are no travels abroad? Can someone point to a rule or law in INA or elsewhere instead of mere speculating...I had discussion with a paralegal at a law office and she said one could apply 90 days before :confused:

That paralegal is wrong. You have to wait one year at least according to INA 209
 
I doubt it as the law is straight, 1 year ! I heard that they returned applications back to sender because he/she was early 1-2 days.

I thought so too. Just to make it more clear, it's 12 months after the Grant by the IJ becomes final if the DHS has reserved an appeal on the case but does not file an appeal afterwards?
