Can OCI application be sent before receiving US passport?

Is it necessary to wait for the US passport to arrive before applying for OCI? Or can the OCI application be submitted using the naturalization certificate (which I think will be given at the oath ceremony)?

No, the reason being you need to input the US passport # in the OCI application form. You need the US passport for the passport #!

So we need to wait for the passport or no?

Since we need to input the US passport number on the OCI application, does it not make sense to wait for passport?

I applied for passport today and was told it will take up to 16 weeks for the US passport to arrive.

So should I wait for the US passport to fill the passport number in the OCI application? If I dont wait and instead apply right now, what number should I input in the US passport number field?

Why not?

There are several million people in USA without a passport, obviously not from India as their original country but I am guessing you might be good with your USC Certificate# or something. Why don't you call them and ask if any other proof would be ok for USC?

JMHO.

OK, So you dont have to really wait till you get the passport in hand. But, you need to apply for one. Once you apply, and if you can get your passport status on line, the reference number of the passport is your actual passport number. You can plug that number in your OCI online application.

I think I agree with Suriyan on this one. You should apply and put the reference number and copy of your USC Certificate. Better call them and inquire.

Nope - that is not correct. First of all, the reference# when you enquire about your passport is not (necessarily) the passport number. In my case - for instance, the passport# and the reference# were two completely different numbers, so no point in giving the reference#. They want the actual passport#.

Also - you have to provide the "Date of issue" of the passport - it is a mandatory field. You cannot "guess" the date - it has to be accurate.

The information entered online - for part A MUST be accurate and correct, you CANNOT go and correct it later on. In any case, what's the point? You cannot mail in part A & B without a photocopy of your US passport anyway.
And filling out part A online is not a big deal, it takes very little time. And there is no such thing as a "priority date" or anything like that - unlike when you are dealing with the USCIS :) - so you are not going to gain anything by "prefiling" - even if you were able to !!

My 2 cents ....

I guess the experts seem to be absolutely right. I went back and checked the application and IT SEEMS THAT YOU ARE NOT GOING TO GAIN ANYTHING EXCEPT FEW DAYS BY PREFILLING THE APPLICATION. So, Just chill and wait for your passport and do it PEACEFULLY with no repeats later!

Please ignore my earlier messages as after going through the application I realized that there are way too many things to consider!

Good luck!

I would agree with kabes, reference # and the passport # are different
in my case too. Also what is the point in mailing without the passport
copy etc. It will actually delay yr case more , because embassy officials
will take their own sweet time to contact you to get it clarified.

I emailed the same qn to OCI SF cell and they said passport is needed.
Also you need the passport number because the OCI sticker will be fixed on a passport bearing that number only. It says so on their website somewhere I read it.
2bc's first two posts are giving bad info.

You can get your passpost in 7-10 days by expediting and here we have people talking about filing OCI before getting the US Passport...come on now.

The OCI document which we commonly call as dual citizenship is actually a visa affixed on your foreign passport. As such anytime a visa application is to be filled, having a passport is a prerequisite so that the visa can be affixed on the passport document enabling entry/exit out of the country.

Summary - Passport is required before application for OCI visa document.
