Can O3 holder run his/her own business?

I know that O3 holder cannot be employed.
Can they open the business?

I'm applying for O1 and my husband will be getting O3, wants to open his own business.

He can own a business, but he can't work for it. He cannot do any job an American _might_ get paid for. Even volunteer work is illegal for him.
