Can my wife get Advanced Parole in Vancouver, Canada?

Hi, All,
My wife is in Vancouver, Canada for training around 3 ~ 5 months, she is now holding H-4.
Can she get AP in the U.S Consulate at Vancouver? Of course, I can apply AP for her, but that takes around 3 months, I think getting emergency AP in consulate is faster.

Is it OK?

---she has to apply her AP when she is IN USA and AP must be approved when she is IN USA
but that takes around 3 months, I think getting emergency AP in consulate is faster.
------- that is your wishfull thinking, US consulates will not issue AP
