Can my wife apply for H4 after we file 485?

Hi,

My wife is currenlty on F1 visa status. After filling 485 can she still apply H4 visa if I am still on H1 visa? If so does she also need a H1 quota? She was H4 before transferring to F1 status.

After filling 485 can she apply EAD card and I still use my H1 visa?

No, there is no numerical limitation on H-4 visas/holders.
