Can labor certification of one state/DOL be used in other state

Can a approved labor certifications from one state be used in another one to file for I140/485? Given that company has offices in both states (states are in different regions).
Looking for some expert advice in the matter.

------------if LC was approved in XYZ state and employer has office in that state then I-140, I-485, EAD, AP should be filed with the service center that cover XYZ state
 
There is column called Location is the Labor certificate. You usually mention state where you will work. Some attorney put it like 'New York and unspecified locations in USA' or 'Any where in USA'. Then it is OK to use any where in USA. Or just check what is mentioned in the location column. Ask some attorney before going further.
