Can L1B candidate apply for GC

Hi

My husband is working in USA on L1B and will be in USA for 2 more years. But we want to settle here in USA. Please let me know if any of the below options might help us.
1.My husband's uncle has been living here since more than 30years and is a citizen. His last name and my husband's last name are the same. Can he sponsor my husband for GC?
2.I am on L2 visa.My sister is also a US citizen. Can she sponsor me for GC as I am on L2.
3. We have our H1 visas approved in 2008 april. But we applied for H1 from INDIA and then came to USA on L1/L2. As the rules have changed now, we were told that we have to go to consulate for visa to convert to H1.But as H1 situation is really bad now, we want to try other alternatives.

Please suggest what is the good option for us. I would greatly appreciate your reply.
