Can international student (F-1) own a business company in US? Please help

Im planning to start owning my retail business in my local area. From what I have heard from my friend, international sudent (f-1) is not allowed to work (get pay from the company) but is allowed to start their own business. Is that right? or should I contact a laywer or my school adviser?

EAD's are issued in accordance with 8 CFR 274a.12. Read the parts relating to students.

Student employment is restricted to practical training, part-time on-campus and hardship cases.

Non-immigrant wanting to come to the U.S. to do what you want, require an E nonimmigrant visa OR for a greencard an EB-5 qualifying investment and associated job creation.

Students are here to study, and work is limited to qualifying for a degree, subsistence due to hardship, or to bridge the gap to an H1-B visa.
 
I wont be the employee and anything related to the employment. Im just investing and putting money to own a shore with my partner and we'll hire people to work for us. Is that still fine?
Is it similar to the stock macket? buying share with the privacy company.

Talk to a good business-immigration lawyer about the specifics before you do anything.
