Can I write to USCIS directly?

My case (primary) has been approved 2 years back. My wife's(dependent) 485 is still pending since 10/2003. Since, my wife was born in non-retro country I would like ask them to approve the case using Cross-Chargeability. My lawyer request 2 times so far, but nothing happened. Can I send a letter to them requesting CC? Which address should I send (NSE)?

4 times EAD - primary
5 times EAD - Spouse
3 times AP - primary
4 times AP - Spouse
$5K lawyer fee
and other filing charges
I spent more than 10K so far. Why the hell they hold dependent case?

Search this forum and the US Citizenship section for Writ of Mandamus. It is a lot of effort, but you can do it on your own.
