Can I transfer my mom's Greencard application pending here in US to a Consultate in India?

My mom (currently a B1 visa holder) has been patiently waiting for 9 months waiting for her GC interview (she applied for Adjustment of status on Sep 15 2012) and wants to leave to India now. I know she can apply for Advance Parole and go and come back, but can she transfer her application to Consultate processing?
