Can I transfer a new H1B starting in october 2007 even before joining the company

Company A applied for my H1B which I got approved starting October, 2007.
Subsequently, I have discovered that Company A is very unethical and does not treat its employees fairly. I do not want to stay with them. I want to transfer my H1B to company B even before I start working for Company A. Is it possible?
