Can I request H1b transfer before starting to work? Please help!!

I got my H1b approved but before I traveled to the US my sponsor told me that they have no work for me. I already have my passports with the visa stamped and was ready to travel next week!

Can I look for another job and request an H1b transfer and maybe attach a letter from my current sponsor saying that they no longer have a position for me?
I really don't want to go through the approval and quota issues again. thanks so much for your help!

Unless you are physically present inside US you can not transfer your H1. Once you are in, there is no quota issue to transfer your H1.

great guru, thanks for the quick reply. In addition to being phisically present in the US to make H1b transfer I understand that to transfer H1b it is normally required to show evidence of at least 2 or 3 paystubs, but in my case that won't be possible since I won't be able to start working.

I guess the question is: In lieu of showing the paystubs, can I show a letter from my original sponsor showing that they no longer have a position for me, and proceed with an H1b transfer?

If you are doing so, get the new sponser and ask them to prepare all the paper works, as soon as you enter in to US , ask them to transfer it through premium process . Your attorney must state that your previous employer does not have job right now that is the reason you are transfering this h1.
But you have to do it very fast not even a day delay.
