Can I prepare for H1B & H4 transfer by myself?

I’d like to ask for your help regarding transferring H1B & H4.

My current status:

Master degree in the US

Solid 7 year work experience in US

Myself in H1B and my wife in H4

Able to renew last year beyond six year term due to I-140 approval

Acquired visa stamp under current employer's name

I-140 approved with my current employer

Leave of absence right now – technically employed

Looking for a new employer

My questions:
Because most employers in my industry don’t want to pay any expenses except what is absolutely necessary and I have a very hard financial situation, If I get a new employer in the future, I would seriously consider preparing for all the application paperwork for H1B transfer by myself with the future employer’s help.
Could anybody answer me if this is an acceptable option to consider for H1B transfer based on my backgrounds, or I should hire a lawyer like I always have? Since I have the whole copy of application package for my renewal from my lawyer, I thought I can use them as my reference.

If self-prep is doable, would you be able to tell me where I can download the necessary forms in internet?

Any advice would be greatly appreciated.

For H1 transfer or H1 extension let the lawyer of company file the petition as USCIS is asking lot of documents in RFE and rejecting many H1 transfer. FYI you also need latest 2-3 pay stubs for H1 transfer.

"Leave of absence" just so your employer does not have to pay you and you can look for a new job is really suspicious. If your employment has been terminated, you need to abide by the terms of your visa and seek payment of your return transportation so you can go home.
