can i go out of US whenmy husband's H-1 is under process

:( iam a housewife.my husbands H-1 process starts from Jan as he is accepting a permanent job.i want to go to india for my sister's marriage in march 2003.
My question is ,if my husbands H-1 is under process,can i leave US.my H-4 visa expires in August 2003.is there a rule that even the dependent should not leave US when her spouses H-1 is under process.
can i leave US before process starts and get stamping done in India when i recieve acopy of his H-1 papers.how much time will it take for the whole process.i catually planned to go in February and return back by March end.
i don't want to miss the marriage.pls help me with related info.Thank u

Don't know if this helps, but...

my wife has gone to India while my H1 extension is in process. My current visa expires in December. We are planning to apply for her visa after my extension approval comes.
