Can I get my first EAD in local INS of NYC?

I did not apply for EAD when I send I-485 in Jan. 2001. Today my client announced layoff. I want to get EAD as soon as possible. Can I get EAD in Local INS of New York City? What document do I need? Please advise.

You have to send your paper in to the service center

The new regulation does not allow you to get the EAD from local office unless your application did not get approval after 90 days.

VSC is working on speed to process EAD now. It takes less than a month to get it now.
