Can I file I-485

I am on H1-B visa in US since 5 years now. My PERM application was applied just last month. My sister is US citizen. Can she apply for my GC? I know for siblings it takes years to get GC but my question is can she apply for my I-130, I-485, I--765 if so I can get EAD and work independently.

She can certainly file an I-130 on your behalf, but you cannot file an I-485 based on that I-130 until it is approved and the priority date is current. The priority date wait for FB4 is approximately 12 years.
