Can I file for a EAD?

Here is my suituation.

I am on F-2 visa.

I have my I-140 approved.

I cannot file my I-485 due to Unavailability of visa numbers thanks to retrogression

My employer says they are willing to file EAD.

My question is Can the EAD be filed in this situation so that I can work?
