Can I convert to PERM on 7th yr extension

Hi everybody

I am on my 7th yr extension. Applied for labor in oct 2002.
Can I apply in PERM now? Has anybody done so and does it makes sense to do so.

Applied in March 2005 under EB2 RIR which is in Dallas backlog center.Now can I apply under PERM thru the same employer.Will I still retain my old priority date.Can both RIR AND PERM get processed simultaneously.
