Can I Choose different Service Center to submit my I-140 petition?

I am filing my I-140 EB1-EA. I am living and working at New
York State. People told me that I should submit my petition
to Vermont Service Center. However, having in mind that
the process in Vermont is slow, can I submit my petition
to, for example, Nebraska Service Center?

----- You are in US and staying under VSC better file with VSC, I don’t know your EB1 field or extraordinary ability field, If your field is for example like Motion Picture and Television Art then you may file with any service center because in that filed one does not work at particular location and may have to work at various locations. If your future permanent job is fixed location then you have to file under VSC as you stay at the time of filing under VSC. FYI for EB1 be ready to provide them truckload of evidence and your cover letter must list all the evidence submitted and EB1 cover letter may be 20-30 pages so that the USCIS officer can easily understand the evidence and be ready to submit the more evidence because generally for EB1 cases they send RFE and ask more evidence. Keep few support letters with you so that when RFE is generated submit them more evidence. I don’t know your field I could have given you few tips for EB1. Remember every lawyer is not expert in EB1 cases

at university. I have around 40 journal papers, some citations (>100),
3 conference papers, and 2 chapters of books. My field is on
biology.

As mentioned previously, I have filed a petition of EB1-OR
at Jun, 2003. If I submit this petition of EB1-EA, I will be
put in a new queue (starting from 2004) or my petition will
be put in the old queue (starting from Jun. 2003)?

------ I hope you will get your I-140 approved just keep 2-3 more support letters from Independent evaluators or just find the experts who can give you support letters at any date if RFE, don’t submit any support letter from your home country from those who worked with you and have more research exp than you (they will say we need them not you as they are more qualified than you, I have seen this kind of letters when for 2 cases they sent intent to deny but the lawyer was good and he argued very well and later cases were approved. Try to have letters from US or other county experts, use less letters from those who worked are working with you they think these letters are ‘subjective and you prepared the letters and they just signed)

---- You will have two I-140 pending and both will have different PD, If I am in your situation I will first file I-485, EAD, AP based on pending I-140, you just need to attach I-140 filing receipt with I-485 filing. The benefit will be that even if your earlier filed I-140 is denied and you have second I-140 filed then they can not deny the I-485 because you will have new I-140 filed and will provide them receipt of new I-140 filing and will request USCIS to approve the earlier pending I-485 based on new I-140 and USCIS will hold the I-485 till your new EB1EA is approved or denied.
It seems to me you have good chance for I-140 approval

Actually, the reason I want to file the new EB1-EA is because my
previous EB1-OR (Jun. 2003) was employer-based. I believe I will
move to another city before my EB1-OR will be approved.

Based on what you said, I should file the I-485 based on the pending
I-140 petition. However, what do you think if I file the I-485, EAD£¬
and AP together with my new I-140 EB1-EA? The reason is that I
do not want the new I-485 is attached to the old I-140, since
I believe I can not use the previous I-140 after I move to a new
university.
