Can I change status to TN without I94 or Passport stamp? and upgrade to Premium Processing?

Hi,

I am applying for the TN by change of status and was wondering if I can do this without a I94 or passport stamp?
Last time I entered the US they just swiped my passport.

Also, if I do regular processing for the Change of Status and decide later to upgrade it to Premium Processing if its taking too long am I allowed to do so?

If you apply for change of status, using I-129, you will be given an I-94 on the approval letter. The ppasport stamp is meaningless.

Yes, Premium can be applied after submission of I-129.
