Can I apply visa stamping from my wife's home country?

Dear all,
I am holding a Malaysia passport and my wife is holding a passport issued from Hong Kong (BNO). My H1B and my wife's H4 petition have been approved recently. Since I am planning to attend a scientific meeting in Hong Kong this coming November, I have several questions regarding the application of visa stamping:

1) Would the US embassy in Hong Kong accept my visa application?

2) if not, can my wife apply her visa from US embassy in Malaysia?

3) i just learned that the US embassy in Malaysia accepts application only through mail. Does anyone know if I can apply the visa stamping while I am still in US? Does anyone have experience or advice for applying visa stamping through mail?

All malaysian nationals are subject to the 20 -30 day background checks. I am not sure whether they do it for all female applicants.
My guess is that you are better off in HongKong.

In both places one of you will be considered Third Country National, so it is better to call in advance (all US consulates have email id now) and verify requirements of appointment and wait time, in advance.

1) Jaxen, may I know the reason why HongKong is a better place for me to apply for the visa stamping?

2) I lived in Hong Kong for 4-5 years to get my bachelor's degree and worked for 1 year before I came to US for my postgraduate degrees. Furthermore, I got my student visa issued from the US embassy in Hong Kong in 1997. How could I pursuade them to accept my application?

3) While they screentest my profile (i.e. 20-30d), do I need to stay in Hong Kong for the whole duration?

4) In the other thread you advised me to prepare a provisional letter for the application (because I haven't defensed my thesis and can't get my doctoral certificate by the time I visit HK). I am still worry if they will deny my case base on a provisional letter. Do you think that a provisional letter is enough? Is there any other thing/s that I could do to secure my application?
 
1. because automatic background check is not in vogue in Hongkong (as far as I know)
2. Are you a citizen of china and is hongkong your residential address? See the web, all US consulates are in the internet.

3. Yes. Since passport will be with US consulate
4. Ask the consulate...
