Can I apply TD for my parents

Just to clarify, while your parents may in reality be your dependants, even for tax purposes, they do not qualify for TD, which is reserved for spouse and children.

There is a 'partner B2' which would essentailly be an extended B2 status, but this would still require maintaining a foreign home at all times.

So, they can at best 'visit' you.

Purpose is to get them 'some' status(I-94) only for short (3-4 mnths or even less) duration. Wondering there's got to be the solution for it, how does retiries from Canada live in Florida during winter?
 
They enter for 6 months, with or without I-94, in B2 status. They don't 'live' in Florida, they visit.

Your parents will get 6 months status (or visa if the are not Cdn) and will do the same, without any problem. Why are you worried about this?

It's just that they will not be able to give up their foreign residence, which TN/TD are allowed to do.

So, they can ask for I-94 which will be good for upto six months when they come in next time? Typically they are just allowed in without any paper.

Basically the purpose of wanting this is that, they want to join a travel group from USA (convinient, company etc etc.) to pilgrimage in saudi Arabia. And only way the travel group can apply for their visa is for them to have 'a' status in the US (I-94). You may think that why can't the apply for visa on their own from cananda and then join the travel group they want? they cannot b/c Saudi Arabia only except visa applications from the approved travel groups during pilgrimage season. Hope this clarifies the issue, and you or someone can provide some insight or an intellegent question/request to ask the immigration officer
 
Hey, we can only answer questions based on the info YOU supply. You hide facts, we can't read your mind.

Your parents can ask for an I-94. Whether they will be given one is up to the officer. It will be removed from their passport when they leave US for saudi, but that should be enough to get saudi visa. They will re-enter US on their Cdn passport.

Its not CBP fault that your tour operator is clueless. Not their fault that your parents aren't booking their trip from canada.
