Can I apply H1-b VISA

I filed I-485 on Mar. 2002
On Dec. 2002, I moved company and used EAD.
My H1-b visa at old company expired Apr. 2003 (actually no more valid after use EAD).
Now my case has been transferd very slow local office. So now I am thinking if I can have H1-b again? For insurance (backup) purpose (I-485).

Q1. Can I apply H1-b visa (status)?
Q2. Will effect current pending I-485?

Of course, I no need worry, if USCIS issue EAD and AP on time and correctly. (If I apply 5-6 month before expire date.) Some person got incorrect name, date, gender and send back to USCIS but no info.... Or difficult to have iEAD etc.
 
You cannot go back to H1 after using EAD period. You need to go back to your parent country and start H1B process all over again. Like you did the first time. This is one of the main disadvantages of using EAD in case you 485 has approval problem.
You just have to wait out the 485 approval process and hope for the best.
