Can I apply for H1B for my spouse?

Hi,

I am working on H1B in US since past 3 years. Currently my spouse is with me on H4 visa. She holds is from Graphic Designing profession (Fine Arts background) with 2+ yrs experience.

Just wondering,
- If I can file for her H1B visa?
- Are there any employers who sponsors these types of candidates?

H1b filing is done by the employer. If there exists a job for the profile and a 16 year education leading to a bachelors degree is required. Each year of formal education can be substituted by 3 years of experience. There should be employers that need User Interface designers and the likes which she may qualify for.
