Based on my below criteria, can I apply for US Citizenship (N400) before October 1st 2008?
Permanent Resident - March 3 2004 (As of now, 4 years 6months 10days)
Today, my husband become US Citizen.

You are a permanent resident since March 3, 2004. You should wait until December 3, 2008 or later than that. (To be safe, you should apply less than 90 days before your 5th anniversay of your GC)

Here's math:
March 3, 2004 plus 5 years = March 3, 2009 - 90 days (3 months) = Dec 3, 2008. You should apply between Dec 4, 2008 and Dec 10, 2008. If you apply too early, they will reject your application (probably no refunds) and will allow you to re apply.

You should be a permanent resident card (green card) holder to be eligible to apply for citizenship.

In normal circumstances, an immigrant should be a permanent resident for five years to be eligible for citizenship. If you are married to a US citizen, then it is three years of permanent residency.It is that you have to be in marriage to a U.S citizen and should be living with that U.S citizen for the past 3 three years of your permanent residency for the criteria to be applicable to you.

Current regulations do allow a person to start the application process ninety days before they fulfill their residency requirement.
