Can I apply for citizenship N400 if I am in condition describe as under

Presently, I am under renewal of GC by I751, and waiting for GC, applied during Jan 07. Planning to visit India during Dec for 1 month and after coming back planning to apply for N400 by end of Jan 08. So questions like (1) can I apply for N400 even though I have not received my GC by the end of Jan 08 (2) My visit will effect on my stay in the district from I have to apply to N400(3) Can I apply three month prior to 3 years of my stay in US in above conditions.

yes you can, in fact if they are taking too long to deal with I-751. Filing N400 forces USCIS to take up your removal of conditions.

An N-400 forces adjudication of a pending I-751. Just make sure you do not apply more than 90 days (not 3 months) before the 3 year anniversary.
