Can I apply for a Green Card?

My wife is a Bhutanese citizen and Bhutanese are eligible for Green Card lottery process.
I am native of a country whose natives can't participate in DV lottery process.
What is the eligibility criteria (like education, job experience, etc) for applying....

Also, I have never been to US neither my wife.

You can file for DV lottery based on your wife's country of birth. Both of you will have to file together and if you win, arrive together in the US.
You can now apply for only DV 2012. Please read the instructions to DV-2011 below for more information about education, job experience, etc.

Your best bet is to go to the USCIS website linked in the first "sticky" on this forum page where I think you'll find most of the answers to your questions. There is a lot of paperwork which your sponsor will have to complete and I doubt very much that it could be expedited as quickly as you want/need but read through the referenced site to get started.
