Can H4 file for PERM?

Hi all the Gurus out there..

Can somebody tell me if a person with H4 visa and without a job can file for PERM , if an employer is willng file? Does the initiation require current employment?

To file a LC (through PERM nowadays), you no need be inside the USA.

How can one file labor/ gc being on h4 even inside USA?

To file a LC (through PERM nowadays), you no need be inside the USA.

H-4 would kind of imply that....It would seem possible since it is for a future job - however H-4 is not a dual intend visa and instead of I-485 consular processing would be required.
