Can H4 apply internship?

You do not have that previlage with your H4.
I'm on H4 and plan to go to school. During school or after I graduate, can I apply internship EAD?

Unless you are in F1, school is bothered only your status at the time of admission, after that your responsibilty to keep your status valid. If you are in F1, school will make sure you are in SEVIS system.
if you are eligible to work through GC or EAD, it is up to you to work with any body.
But it is always advisable to change your H4 to F1, if your spouse I 485 is denied - you are independent of your spouse hardship and you have a chance to do one year OPT and get your H1 too in the future.

If I get EAD through my husband's 485 pending while I attend shool, do I have to notify the school that I'm not on H4 anymore? Also I will be able to do internship, right?

F1 is student visa there is no definition as part time studen in F1. However if you are in F1 there is posssiblity to get work authorization to work within the school it self as part time.
