My husband is under H-4 in the United States. He cannot get a social security number, but he has to go out. Can he still get a driver license? How?

Can H-4 apply for driver license since H-4 cannot have a social security number?

H4 can get TaxId which can be used in place of SS #.
Your husband is entitled to get TIN(Tax Identifier Number).Go to nearest Tax office.

A tax ID seems to be issued only when one files their federal taxes. It might be a good idea to find out from your local tax office. They will be able to help you out and let you know if he can recieve one. Plz post your experience with how it went once your through with it.
H4 Driving Licence
Tax ID will not be given to persons who are not filing tax for the current year. If he can file with the principal H1b applicant then the Tax ID would be given. Many states give Driving License without SSN.
eg., at Maryland they accept a self declaration that the applicant does not have SSN and the details furnished by him are true and process for Driving License. This self declaration form is given by MVA during verification of documents at the window itself.
Moreover many states have ruled out issuing SSN and TIN for the purpose of obtaining Driving License. So check out the MVA/DMV wesbsite of your state for required documents. If they insist for SSN, you can obtain from the other state when you move in there.

My wife is on an H-4 here and we got her driving permit some time back. Check at your DMV and they will tell you alternatives for a Social Security number. In my wife's case, they asked for a bank statement with her name as an account holder so I added her name to my existing bank account and took a statement. Alternatively, I could have also opened a new account in her name. It was fairly simple. Just visit your local DMV office once.
