Can enter in H4 while H1B applied?

Hi,
I am planning to apply for H1B this April for my spouse and plan to apply for H4 in June.

Is it allowed?
Will she need any other procedure to follow other than this, before entering? Later, can i change the status from H4 to the same H1B i applied before?
