Can employer withdraw I140 without employee's approval

I have a friend whose employer might withdraw the I140 app (Receipt date sept 27,2003) due to the employee trying to change status from bi-weekly to hourly wage?
Even if the I140 IS NOT withdrawn, will this change in wage structure (from bi-weekly to hourly) cause any issues ahead during
a. i1485
b. Any RFE's?

----- if approved I-140 is not withdrawn/revoked and I-485 pending more than 180 days you are safe. If any RFE for I-140 then if employer does not reply then I-140 will be abandoned. Why can’t he stick to bi-weekly? Till his I-140 gets approved? That way if employers feel happy it is in your best intrest
