Can Canadian PR apply for consular processing in Montreal

Hi,
It looks as if I have been waiting for my Labor to come through for ever, and it currently looks like a mirage – something like an Oasis in the Sahara desert :) but I was just trying to think what the next steps would in case fate suddenly decides to pleasantly surprise me.
I have heard of the I485 v/s consular processing. Basically my limited knowledge tells me that consular processing is faster but more risky - i.e. you have to leave the country to get it whereas I485 is slower but your spouse gets EAD and can legally work.
My question is as a Canadian PR can you apply for Consular Processing at a consulate in Canada? Or based on your nationality/country of birth you still need to go to India or whatever your country is?
Is consular processing faster in Canada that India?
I would be grateful if someone sheds light because I believe it is very relevant to us who have Canadian PR but are simultaneously trying to get US PR via labor cert.
Thanks

Yes, Candian PR can apply CP in Montreal, but ...

Yes, Candian PR can apply Cp in Montreal, but it is risky. As in my case (mainland China born), has been pending in NVC since 8/18/04 for administrative process. And it seems no ending soon.

But if you are in the 485 track, you can apply 140/480/EAD concurrently, and what you need to do is just wait - you can change employer after filing 180 days.

So be careful.
