Can BCIS cancel approved GC?

What they can do is initiate proceedings to revoke the GC. That is a fairly lengthy process, though, and the ultimate decision would be made by an immigration judge.

Yes, they can. Recently it happened for some beneficiaries of a company, when USCIS determined that company did not have ability to pay at the time when LCs were filed (plus USCIS detected other immigration irregularity issues at the same time). Check Employer Corner and VSC I-140 forums.

I think they can. And that's what they did. It can go to immigration judge if and only if the beneficiary challenges the decision. Otherwise, USCIS's decision remains.
