Can anyone Get Approval without finger printing

I have a question whether, any one can get Approval without finger printing or One gets approval first & then gets his finger printing done.

If any one is aware of any case like this in past pls post here

You only get approved if

your fingerprints have been taken by the INS and cleared by the FBI. In summary no approval without fingerprint clearance
