If someone here says xx : xx is the best time, then that is not the best time.

There is no best time. It only depends on your luck.

Try This method - It has always worked for me

Hi
Get into the INS AVM around 8:20am. Keep playing around for about 40 minutes.
At exactly 9am press 0 and wait for an IIO. You should be able to reach one
within about 15 minutes.

I have tried this at least 3 times and was successful.

I tried redial in the afternoon. Tried tiwce, both succeeded after about 100 redials.

But, what for? 99% of time, you won\'t get anything. For me? 100% for nothing (*_*), I was told that my FP was not even avaiable with A#.

Well, waste of time.
