Can any Chennai consular district applicants apply in Delhi?

Can anyone do that just because of it takes long time in Chennai? Does it have to be an emergency to apply in Delhi? Please let me know whatever you know about Chennai consular applicants applying in Delhi.

there was an article in rediff that you can apply in mumbai or delhi, if you are from chennai consular district. I am not sure if it is implemented already.

I think it has implemented already. I am referring to the following web site. But I don’t understand what if I don’t have an urgent need to travel.

I think what it means is that if you cant wait for appointment with chennai consulate and willing to go to delhi or calcutta for earlier appointment, then you can do that. May be you can send an email to delhi or calcutta consulate asking them if they are looking for criteria for accepting applications from chennai consular district.
