Can an a TN visa be acquired from a US consulate in Toronto ?

The reason I'm asking is that I would rather not take my entire family across the peace bridge only to be rejected and then face a possible quarantine on the way back to Canada.
 
No, you can't get one at consulate in Canada.

As to taking your whole family to border, why would you? You go get TN, they get TD when they need one.

And as to quarantine, if you are rejected (or accepted and immediately turn around), you will not face quarantine as you did not enter US. This is one of the exceptions that CBSA accepts.
